DISPATCHES FROM THE BLUE ZONES: California’s controversial wealth tax proposal leaves billionaires with little way out.

The proposed California billionaire tax includes a special provision that makes it highly unlikely that anyone who wants to leave the state could avoid paying, according to tax attorneys.

The Billionaire Tax Act, which could be added to the state’s general election ballot in November, would impose a one-time tax of 5% on the total wealth of California tax residents whose net worth is $1 billion or more. While new taxes typically take effect after they’re approved, the proposed billionaire tax would apply to those who are California residents as of Jan. 1, 2026. The retroactive date left little time for California’s estimated 200 to 250 billionaires to change their tax residency after they first learned of the potential tax in December.

“The reason they did this is obvious,” said Christopher Manes of Manes Law. “If they had made the date in November, after passage, you’d have 200 people who could get out in time and save millions of dollars.”

California tech billionaire Peter Thiel announced last week that he had “established a significant presence in Miami over the last several years, maintaining a personal residence in the city since 2020” and an office for his Founders Fund venture capital firm since 2021. Attorneys told CNBC that at least two other unnamed California billionaires have moved or made plans to move since the end of last year.

A couple of thoughts.

The first is that California’s billionaires, by and large, support the political climate that made passage of the billionaire’s tax referendum possible or even likely.

The second is that even if Sacramento does collect a one-time windfall by making the tax retroactive to Jan. 1, the state — which is over-reliant on high earners for its revenues — will see an exodus of billionaires like Thiel and Larry Page that will put a permanent dent in its finances.

Minnesota Attorney General Keith Ellison brushed aside criticisms of his office’s handling of widespread fraud in Minnesota during a CNN interview this week, even as he acknowledged the state is grappling with criminal abuse of taxpayer programs.

Ellison appeared on CNN’s “Laura Coates Live,” where he was pressed on exploding fraud scandals across state agencies.

“Not that fraud is not a problem. Of course it’s a problem, and of course we have to prosecute it, and of course we have been prosecuting it,” Ellison said.

When asked if his office had done enough, he doubled down. “Of course we’ve done enough. And we’re doing more every single day,” he said. “This is a political matter. This is not a serious thing.”

It is political and it is serious, but not in the ways Ellison wants people to believe.

A GOOD START: 54 violent transnational gang members, affiliates arrested in NYC in Operation Salvo.

In a press conference on Thursday morning, Department of Homeland Security Secretary Kristi Noem announced that since Operation Salvo began in New York City, authorities have arrested 54 people who are “violent transnational gang members and affiliates associated with Trinitarios.”

She noted that the operation was launched after an off-duty US Customs and Border Patrol (CBP) agent and his friend were attacked in a park in the city. “These two criminals came and attempted to rob them, and it ended up where they bravely fought back. This officer defended himself and his friend, but not before being shot in the face and in the arm by one of these criminals.”

She criticized the Biden administration for letting these two people into the country, saying that “those individuals have been brought to justice, but those individuals would have never been in this country if they hadn’t been allowed in by the Biden administration, when they ignored our federal laws and allowed them to come in illegally.”

Biden’s “crisis by design” is being undone.
