HOW ABOUT THIS AND TERM LIMITS? Rep. Dean Phillips (D-MN) and Rep. Mike Gallagher (R-Wis.) think congressmen should legislate while Congress is in session and not make campaign fund-raising calls. Sounds reasonable to me, especially if it’s combined with term limits. But that’s just me.
