BLAME-SHIFTING EFFORT: Administration Officials: One-Year Extension ‘May Not Be Taken By All Insurance Companies.’ Where’s the legal authority for this “extension?” I thought IT WAS THE LAW AND COULD NOT BE CHANGED.
