Of course, the one-third isn’t irrational. The risk of the disease seems much lower than originally feared, and we know nothing about how safe or effective the vaccine will be — and there’s not-unreasonable fear that it’ll be rushed out. So while it might be rational to take it if you’re in a high risk group, it might be rational to avoid it if you’re not.
