To the extent is true, I think that my homeland security recommendations (which were inspired by Jim Henley) would tend to mitigate those problems, both by helping to prevent another major attack and by providing some structure to the popular response. That may be even more important in light of Brink Lindsey’s points on terrorism and trust.
