THE HIGH COST OF HIGH TAXES: JPMorgan Weighs Shifting Thousands of Jobs Out of New York Area. “Despite more than two centuries of history in a city synonymous with the global financial industry, JPMorgan is quietly shrinking its workforce there. The bank’s been building up its presence in other locations and is now considering relocating several thousand New York-based employees out of the area to help rein in costs ahead of a possible economic downturn, according to people with knowledge of the bank’s strategy.”

As Arthur Schwartz quipped on Twitter, “Well done, @NYGovCuomo. Who are you going to tax when they’re all gone?”

WE CAN HOPE: Northwestern Lawprof Stephen Presser: Trump’s Vindication May Lead to Restoration of the Constitution. “The impeachment and removal effort, nakedly political as it is, is doomed to failure. This is because the president’s exercise of diplomatic relations is protected by the Constitution itself, and as even the great liberal criminal law scholar Alan Dershowitz has made clear, it cannot possibly amount to a high crime or misdemeanor. Moreover, the signs are now evident (from the fact that 50 Republican Senators have condemned the secretive and one-sided proceedings now underway in the House), that a Republican-controlled Senate will never vote by a two-third’s majority to remove Mr. Trump.”

BRINKSMANSHIP: Maybe they hope it will be voted down! Suddenly, House Democrats want a formal vote on impeachment. “My first thought was, the Democrats are in trouble, they know the impeachment inquiry is dragging them down, and they want the vote to fail. But here’s how Nancy Pelosi put it.”

Plus: “To get a no vote, some Democrats will need to vote no, but there are 31 House Democrats in districts that Trump won in 2016 (and 55 districts with Democratic representatives that the GOP is targeting in 2020). If the Democrats want a no vote, there could be a way for some of those threatened Democrats to stage some political theater about their independence and their somber judgment that the American people would be best served by concentrating our attention on the next election and vote no.”
