SO’S EVERYTHING ELSE HE’S DOING: Obama’s New Budget Is All About the Midterm Elections. He needs to (1) Keep legislation bottled up in the House; (2) Ensure a filibuster-proof path for appointees, especially judges and possible Supreme Court appointees; and (3) Avoid investigations that might (would) uncover extensive and embarrassing wrongdoing. Even weak GOP control of the Senate denies him those.
