CONGRATS TO THE AVIATORS AND TO THE NAVY: U.S. Navy graduates its first F-35C TOPGUN class. “Maj. Derek Heinz and Lt. William Goodwin completed the 13-week Navy Strike Fighter Tactics Instructor course at the Naval Aviation Warfighting Development Center of Naval Air Station Fallon, Nev., the Navy announced on Tuesday.”

CHARLES LIPSON: The Political Logic of Trump’s Executive Order on Policing.

First, it allows Trump to tell swing voters, “See, I’m not a hardline law-and-order president. I want to restore order, of course, but I want enforcement to be fair and applied in a race-neutral way. Policing is a difficult and dangerous job, but a necessary one. Whenever possible, it should be done with the least violence possible.” Who could object to that message? It is especially important for the president to deliver it after the harsh police confrontation around Lafayette Park last week and Trump’s support for it.

Second, Trump’s Rose Garden speech does something he normally does poorly: speak to the country with a unifying voice. He much prefers to punch back, not rise above. But there are times when the country cries out for unity and a calm voice, not a smack in the kisser. This is one such moment. Democrats will try to strip Trump of that unifying mantel, saying his speech and his executive order did not go far enough and were purely partisan. Speaker Pelosi, Minority Leader Schumer, and their colleagues will say that they alone can speak for the country, and especially for African Americans. The mainstream media will reinforce their message.

Third, Trump’s executive order lets him embrace widely agreed-upon points about police reform, make them his own (or at least bipartisan), and leave the Democrats fighting for only the more controversial and extreme proposals.

KRUISER’S MORNING BRIEF: Atlanta PD Seems to Suffer Outbreak of ‘Blue Flu’ After Charges Brought in Rayshard Brooks Case. “After charges were filed against the officers involved in the Rayshard Brooks shooting in Atlanta, several members of the police department didn’t seem to be up to coming into work. The exact number of cops who didn’t show has been difficult to determine as the police union won’t admit that it’s actually happening and the media is just hoping this will go away.”

The media helped egg this on. The next time one of them tries to call the police, I hope there’s nobody there.

MY LATEST FOR THE PJMEDIA MOTHERSHIP: Let It Burn and/or Give Them What They Want.

President Trump has been walking a fine line with the rioters, the sometimes less-than-peaceful protestors, and the looney leftists trying to eliminate the police in Minneapolis and actually seceding from the union in Seattle. On the one hand, the Let It Burn theory will doubtless provide an object lesson in what happens to once-fine cities once the looney left takes charge. On the other, how long can we afford to let so many cities go on under such anarchy?

Fine line or not, until today I had wished Trump were being more decisive. One doesn’t float the idea of sending in regular troops to back up the Guard and local police, and then just let it wither on the vine. And if he’s going to run on a law and order platform in the fall, as he’s indicated, then eventually he’s got to supply some of both. Trump is the incumbent, not a challenger like Nixon in 1968, running against a sitting Democrat who’d lost control of the streets and let our cities burn.

But that was yesterday. Today I thought, “Let it burn.”

NEWSPEAK: Sen. Hawley Reveals D.C.’s Dirty Little Secret—and the Real Reason SCOTUS ‘Super-Legislators’ Redefined ‘Sex’ in Federal Law. “If we’ve learned anything over the last decade it’s that the left will go to extreme lengths to torture the English language, redefining words, declaring formerly benign words racist dog whistles, and, most dangerously, using the courts to reinterpret the language of decades-old statutes.”

COLD WAR II: Australia exposes China’s many hidden hands.

Reports suggest that the Covid-19 crisis may have led to an upsurge in activity by agencies run by Beijing and the Chinese Communist Party (CCP) such as the United Front, a body President Xi Jinping once referred to as his “magic weapon.”

“The Chinese Communist Party is strengthening its influence by co-opting representatives of ethnic minority groups, religious movements, and business, science and political groups in China and overseas,” said Alex Joske, a researcher at the Australian Strategic Policy Institute in Canberra, in a provocative new report on China’s activities in Australia.

“The CCP’s attempts to interfere in diaspora communities, influence political systems and covertly access valuable and sensitive technology will only grow as tensions between China and countries around the world develop,” he added.

Don’t trust China… you know the rest.

UGH: Multiple ‘CIA failures’ led to theft of agency’s top-secret hacking tools.

Agency officials soon convened the WikiLeaks Task Force to investigate the practices that led to the massive data loss. Seven months after first Vault 7 dispatch, the task force issued a report that assessed the extent and the cause of the damage. Chief among the findings was a culture within the CIA hacking arm known as the CCI—short for the Center for Cyber Intelligence—that prioritized the proliferation of its cyber capabilities over keeping them secure and containing the damage if they were to fall into the wrong hands.

“Day-to-day security practices had become woefully lax,” a portion of the report made public on Monday concluded. For instance, a specialized “mission” network reserved for sharing cyber capabilities with other agency hackers failed to follow basic practices, followed on the main network, that were designed to identify and mitigate data theft from malicious insiders.

“Most of our sensitive cyber weapons were not compartmented, users shared systems administrator-level passwords, there were no effective removable media controls, and historical data was available to users indefinitely,” the report continued. “Furthermore, CCI focused on building cyber weapons and neglected to also prepare mitigation packages if those tools were exposed. These shortcomings were emblematic of a culture that evolved over years that too often prioritized creativity and collaboration at the expense of security.”

Apparently I run my little home network better than the CIA handles its most powerful cyber weapons.

FINALLY: Adobe Flash will finally die on December 31, 2020. “Flash content won’t run at all after end-of-life.”

Flash was such a security nightmare (not to mention a resource hog) that years ago I took to calling it “malware disguised as a multimedia platform.”

WHERE DOES HE GO TO GET HIS REPUTATION BACK? Former USC football player wins in court years after wrongful domestic abuse expulsion ruined his career. “”After having three years of my life derailed, I’m gratified that the California Court of Appeals finally reversed my expulsion based on USC’s wrongful, male-biased, witch hunt brought against me. Make no mistake, USC stripped away my educational opportunities and hopes and dreams of playing in the NFL, and this ‘win’ does not erase that.”
