SICK: ObamaCare Is Robbing Medicaid’s Sickest Patients. “The law’s incentives push states to spend more on new enrollees, and less on the disabled and ill.”

What seems to have happened is this: Recall that for the pre-ObamaCare Medicaid populations—those disabled and sick folks—states must pay up to half the cost. In an era of tightening budgets, they appear to have set capitated payments lower than the actual cost of care. Then when it comes to the able-bodied people covered by the ObamaCare expansion, the feds cover nearly the whole tab, so the states are profligate.

In other words, Medicaid is now encouraging insurers to spend more money caring for people who don’t need it and less for those who do.

So that whole “eliminate waste and fraud” promise turned out to be a fraud.

Based on Comey’s finding, Clinton should have faced a multiple-count criminal indictment, since the FBI discovered that she had stored 110 classified emails on her unauthorized, private computer server. Other people had been prosecuted for similar conduct that jeopardized national security in violation of the law. Yet, Comey – despite characterizing Clinton’s actions with the clear language denoting violation of the law – saw to it that no charges were ever brought against Clinton.

Under questioning, Comey admitted to the Inspector General Michael Horowitz that he authored the May 2 statement and penned every word of it himself. But then he offered the implausible claim that “he did not recall that his original draft used the term ‘gross negligence,’ and did not recall discussions about that issue.”

Comey’s amnesia is preposterous. He would have us believe that, as FBI director, he memorialized in print his decision that the leading candidate for president of the United States had committed crimes, yet later could not recollect anything about the most important decision of his career.

That’s just the start, so read the whole thing.

HAIR-PULLING SOMETIMES WORKS: Maxine Waters is becoming less keen on the idea of mobs publicly confronting political opponents.

The congresswoman who called for resistance activists to harass and confront members of the Trump administration is none-too-thrilled to find herself on the receiving end of targeted protests.

Rep. Maxine Waters, D-Calif., warned supporters this week to stay away from her district office in Los Angeles, explaining that she had received word that the Oath Keepers, a 35,000-member national organization made up of former military and law enforcement officers, is planning demonstrations against her.

“I am requesting those individuals and groups planning a counter-protest to not be baited into confronting the Oath Keepers with any demonstrations in opposition – such an occurrence would only exacerbate tensions and increase the potential for conflict,” the congresswoman said late Wednesday in a statement published on Facebook. . . .

It’s worth pointing out here that the Oath Keepers call specifically for a “protest outside Maxine Waters’ District Office in Los Angeles,” which is her place of work, and a hell of a lot less dangerous than what the congresswoman called for earlier this year.

“[I]f you see anybody from [the Trump] cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd and you push back on them and you tell them they’re not welcome anymore anywhere,” she told supporters at a rally.

Well, at least the Oath Keepers won’t be burning a flag outside her office, like her supporters did.
