HEADS WON’T ROLL: State Dept misses court’s deadline on Clinton docs.

An email mix-up prevented an Obama administration lawyer from sending hundreds of pages of material to the Daily Caller News Foundation, an investigative reporting arm of the conservative-leaning website.

The State Department tried to send 8.4 megabytes worth of documents at 7:58 p.m. on Monday evening, it claimed in a court filing on Tuesday morning.

“The size of the file attached to the email, however, exceeded the maximum file size allowed for the mobile device used by counsel for State, and thus transmission of the email did not complete,” the department asserted. “Counsel for State was unaware of this fact until this morning, September 27, 2016.”

“The attachment was too big” is the 21st Century version of “the dog ate my homework.”

THE NEW NORMAL ANEMIA: WTO cuts 2016 world trade growth forecast to 1.7 percent, cites wake-up call.

The World Trade Organization cut its forecast for global trade growth this year by more than a third on Tuesday, reflecting a slowdown in China and falling levels of imports into the United States.

The new figure of 1.7 percent, down from the WTO’s previous estimate of 2.8 percent in April, marked the first time in 15 years that international commerce was expected to lag the growth of the world economy, the trade body said.

Consumer spending hasn’t been able to drive robust growth during the current “recovery,” even with seemingly permanent low interest rates, and now the trade growth engine is faltering as well.

ILLICIT CASH FUNDING NORTH KOREAN NUKES: The US government has charged a Chinese company with helping finance North Korea’s nuclear weapons program.

Dandong Hongxiang Industrial Developmental Company Limited (DHID), as well as its chairwoman Ma Xiaohong and three top executives, were charged with conspiring to evade sanctions against North Korea, including by facilitating money laundering through U.S. financial institutions…the Justice Department charged Dandong Hongxiang employees with using dozens of fake businesses and bank accounts to evade U.S. sanctions on North Korea’s nuclear and weapons program. At the same time, the Treasury Department froze the assets of the company and its employees, including 25 bank accounts and 21 alleged front companies.

China is also investigating the company and its connections to a North Korean bank.

THAT MEANS IT’S WORKING: ObamaCare’s Death Spiral Has Begun.

In recent weeks, insurers in 43 states proposed similar hikes, with the average rate increase falling in the double digits for individual plans, according to data collected on the Rate Review tool at HealthCare.gov. For example, Blue Cross Blue Shield of Texas, facing a massive $770 million loss for its ObamaCare exchange plans, requested a 58% premium hike for over 600,000 customers.

In New Mexico, Blue Cross Blue Shield has requested an 82% rate increase for an individual HMO plan sold on the exchange. But nothing comes close to the increase requested by insurer Phoenix Health Plans of Arizona: a whopping 122.8% average rate hike for all of its plans.

Recent analysis shows that the average rate increase requested by insurers across the country is 24%. This is a stunning increase since initial rate requests were filed this summer. At that time, the Kaiser Family Foundation found that rate hikes for the “most common plan choices” in 14 major cities averaged about 10%. But insurers have adjusted their expectations, and their rate requests, since then.

The law has also given doctors the certainty of endless red tape, while robbing exchange customers of any certainty about their costs or their providers from one year to the next.

DARPA SEEKS HACK-PROOF COMPUTER CODE: It’s being tested.

…the computer code underpinning the hardware was essentially unhackable with current technology. The report notes the code is “as trustworthy as a mathematical proof.” The programming approach is known as formal verification, and it’s written informally and evaluated based on whether it works or not. The language follows step-by-step, logically, and can be tested just like a mathematical proof. So why is this formal verification essentially hack-proof? Because most hacks are made by exploiting bugs and errors in code. Code that’s gone through this process, with this approach, is supposed to be bug-proof. So there are no holes for hackers to exploit, because the code just works.

Huh. I’m old enough to remember when the left at least paid lip service to hating McCarthy-esque smear campaigns. Besides, Dean had no problem enabling an admitted coke user running for the White House when he was the chairman of the Democratic National Committee; why would he play this card against Trump?

IT WOULD BE NICE IF JUST ONCE THE AMERICAN PRESIDENT DIDN’T SIDE WITH THE COMMUNISTS: Even if voters approve the tainted bargain with narco-terrorists, it won’t bring peace.

On Oct. 2, Colombia will hold a plebiscite to ask the nation to approve or reject an Obama-backed agreement between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC), designated by the State Department as a foreign terrorist organization. The deal gives the FARC amnesty for its war crimes, which include the recruitment of thousands of child soldiers, massacres of villages, political executions, bombings and kidnappings.

Under the agreement, negotiated and signed in Havana, the FARC will also get unelected seats in Congress and special welfare benefits. It will be given dozens of radio stations—so that it can disseminate its propaganda, a privilege no other political party has.

The agreement does not require the FARC to pay any financial reparations to its victims, even though the narco-terrorist kingpins have wealth estimated in the billions. Reparations will be paid by law-abiding citizens via sharp tax increases. The FARC says it will not disarm until it’s good and ready to. Meanwhile it will be given weapons and training to enforce the agreement.

What could possibly go wrong?

ASHE SCHOW: Clinton cares about the rights of only some young men:

During the debate, while speaking about race relations and criminal justice reform, Democratic presidential nominee Hillary Clinton discussed ensuring rights to young men. She wouldn’t say “due process,” but she was referring to those rights.

“Who disagrees with keeping neighborhoods safe? But let’s also add, no one should disagree about respecting the rights of young men who live in those neighborhoods,” Clinton said. “So we need to do a better job of working, again, with the communities, faith communities, business communities, as well as the police, to try to deal with this problem.”

It’s shocking that Clinton would discuss the “rights of young men,” considering the language she uses to talk about campus sexual assault. When Clinton says we must “listen and believe” to accusers, she’s saying we shouldn’t consider whether the accusations might be false (well, except when the accusations are against her husband).

That’s a dangerous policy that has led to dozens of lawsuits against universities who have denied due process rights to male students accused of sexual assault.

And many injustices, about which Hillary has shown little concern.

GOOD FOR OBAMA: White House Bucks Gentry Liberals on Zoning.

The Obama administration is leaning on local governments to resist NIMBY rent-seeking and make it easier for the market to developers to come closer to meeting market demand for new housing. . . .

The role for the federal government in housing policy doesn’t extend much beyond exhortation and allocating small grants for mayors to “update” land use policies. But exhortation from this White House could get a hearing where it’s needed: As we’ve noted before, Democrats seem to have a particularly strong preference for heavily zoned communities.

One concern is that the White House offensive on zoning will turn Republicans—who should be natural proponents of stronger property rights and a more market-oriented housing policy—against efforts to lower housing costs by expanding the supply. The 2016 GOP platform contained no mention of the zoning crisis.

This would be a grave failure for a Republican Party looking to disrupt networks of entrenched elite privilege.

It sure would be.
